Funding reforms

From October 2025, the Government will introduce a new cap on the amount anyone in England will need to spend on meeting their eligible care needs over their lifetime. This is in addition to changing existing thresholds so that many more individuals become entitled to financial support with the cost of their care.

These changes mean that local authorities (LAs) across England need to prepare for a large increase in demand for new assessments from April 2025 onwards.

As part of providing Independent Personal Budgets (IPBs) to those currently self-funding, LAs will need to be able to demonstrate that the IPB amount has been based on the equivalent cost of similar packages of care for those funded by the LA receiving Personal Budgets (PBs).

Trailblazers

The Department for Health & Social Care has selected six ‘Trailblazer’ LAs who will implement the reforms early – with two of these authorities (Cheshire East and Oxfordshire) already being long-standing customers of Imosphere’s tools for assessment and resource allocation.

We are now working with these two LAs on an updated solution to help them meet the new requirements as well as the increased demand.

New solutions

Imosphere has already undertaken significant collaborative development work to produce a set of ‘care cap ready’ self-assessment questions. Where implemented by a LA within their ‘citizen portal’, the self-assessment will enable citizens to:

  • Explain their situation and think about their strengths as well as what might be available already in their local community
  • Step through a user-friendly version of the eligibility determination process – with the opportunity to identify what they'd like to achieve in each outcome area as part of this
  • For those with eligible needs who will be self-funding their care – proceed to some further questions which can automatically determine their IPB

Following completion of the self-assessment development, we will be updating our market-leading Resource Allocation System (‘Formulate’) to enable calculation of IPBs using the same methodology already used in many regions for accurately estimating PBs, ensuring equivalent amounts.
